By midday, he confirmed there was no brown sugar available either. He acknowledged that condiments should automatically be served as part of meals but said they were not specified on the written menu. He also said tomatoes and cucumbers were only included in substitution salads if those items happened to be on the regular menu that week and in stock. He had not ordered them specifically to have available for substitutions.
The resident who ran out of sugar for his coffee was sitting at lunch when inspectors observed him. He told them he always takes sugar. That day, like many others, there was none.
