The facility's own written inspection policy said otherwise. The policy, which the facility handed over to inspectors that same day, was direct: when searching a resident's room, belongings, or clothing, the resident must be present. It went further on the question of pockets specifically, stating that a resident's pockets may be checked, but the resident must be the one to conduct the search, by turning the pockets inside out themselves.
The coordinator had not followed either requirement. She searched the room alone. She went through the jacket. R1 was somewhere else in the building, or outside it, while a staff member moved through his personal space and reached into his clothing.
For a man with paranoid schizophrenia and a trauma history, the experience of returning to find his room had been searched, his jacket gone through, without warning or consent, is not an abstraction. It is the kind of event that lands differently than it might for someone without that history. The inspection report rated the harm level as minimal, but R1 did not wait for inspectors to arrive before raising the issue. He filed a grievance the same day it happened.
