Summers Healthcare Center: Fly Infestation in Rooms - WV
This is what a federal inspection found at Summers Healthcare Center in Hinton on August 20, 2025, following a complaint.
Resident 112 had the flyswatter within arm's reach when an inspector interviewed him on August 11. He said it was there for the flies that were always in his room. Two flies were present during that conversation.
Resident 26, interviewed on August 20, put it plainly: "I'm alright if the fly goes away." He described a nurse coming into his room and killing four of them. He had been looking for his own flyswatter, the one he kept specifically for this purpose, but couldn't find it.
The problem wasn't confined to resident rooms. On August 13 at 9:55 in the morning, an inspector observed a fly in the dishwasher area. Less than three hours later, at 12:25 in the afternoon, a fly was moving through the kitchen near plates, food, and the tray line. A staff member identified in the report as working in that area confirmed what the inspector saw. "Yes, he targets me," the employee said.
The facility had already acknowledged the problem before inspectors arrived. The administrator told inspectors on August 14 that the facility had convened a Quality Assurance and Performance Improvement meeting about flies and had added pest control services on a bi-weekly schedule running from May through October. Three large fly lights had been installed, one at each of the two courtyard exit doors and one at the main entrance.
The administrator also acknowledged there was no specific policy or procedure for pest control.
The facility serves 102 residents. Inspectors cited the fly infestation as a violation with the potential to affect more than a limited number of them, though the harm level was assessed as minimal or potential rather than actual.
What the inspection captures is a facility that had already noticed, already responded, and still had flies circling food on the tray line and landing in the rooms of residents who had taken to arming themselves with flyswatters. The bi-weekly pest treatments and the three light traps had not solved it. The QAPI meeting had not solved it. The absence of a written pest control policy meant there was no documented standard to fall short of, and no documented standard to meet.
Resident 26 was still looking for his flyswatter when the inspector came through.
