The coldest room measured 64 degrees, while eight others ranged from 66 to 68 degrees. The facility's own policy requires temperatures between 71 and 81 degrees in common resident areas.

"It's kind of cold in here," one resident told inspectors during interviews that afternoon. Another simply said, "Room cold."
A third resident said the facility "has been cold for about a week but wasn't cold now." Two others complained of being cold, while one resident said it had been cold but "understands due to time of the year."
The nursing home administrator confirmed during a 3:30 p.m. interview that the facility had failed to maintain comfortable temperatures on the second floor unit.
Burgh Care Center's own policy, dated July 24, 2025, states the facility will "maintain comfortable and safe temperature levels" and "provide a safe, clean, comfortable and homelike environment" in accordance with residents' rights.
The inspection was conducted in response to a complaint. Federal regulators cited the facility for failing to honor residents' right to a comfortable environment, though they classified the violation as causing minimal harm with few residents affected.
The facility has two nursing units. Inspectors did not report temperature problems on the first floor during their visit.
