The barrels were positioned at nursing stations throughout the facility. The administrator acknowledged the lapse directly, telling inspectors that failing to empty and clean the closet placed residents at risk of being annoyed by the flies and gnats and left them in an unhealthy living space. Those are the administrator's own words, recorded in the inspection report.
Park View's own pest control policy, dated January 10, 2020, commits the facility to maintaining a program that eradicates and contains common household pests. The policy specifically names flies as a seasonal pest requiring both indoor and outdoor control methods. It calls for the outside pest service to treat the exterior perimeter of the facility, including the dumpster area.
The gap between that written policy and what inspectors found inside the facility was the violation.
The administrator's proposed fix, as reported to inspectors, was to assign nursing management staff the responsibility of checking the biohazard closet to confirm it had been emptied and cleaned after each shift. Whether that change was already in place or still pending at the time of the inspection, the report does not say.
